I hate to say this but it might be that your video card is artifacting, so you'll have to have it replaced/repaired. If you have an nvidea card though I know you can get it replaced/repaired for free, because nvidea has a lifetime warranty. Can't speak to other brands though

This looks like it might be happening because you're running the game in either 16-bit or 24-bit. Try running WoW in 32-bit and see if that helps.
