I really doubt they are silent to everyone. I only play TF2 with pals on teamspeak and whenever I used to play heavy this happened all the time and my pal on teamspeak (playing medic In game) never said anything.
Are they silent to the other players as well or only to you? Also, I wonder how this would work with the Pyro's flamethrower since it makes a continious noise. This technique could be a great strategy for sneaking up on people! Nice discovery.

I would assume they are silent to everyone but i am not 100% on that might as well try yourself with a friend or something.
