You can't do the upper body actions or any flex animations, gestures or anything like that with TF2 models. They're extremely limited in what you can accomplish compared to the fully animatable HL2 models. In fact, just to make the eyes and facial expressions work around bugs in TF2, I had to make a custom version of 2Fort. TF2 models posed with negative yaw wll have eyes that don't track properly.
Try it sometime. I'm not claiming it's anything amazing, but it's far from lame and a lot of work went into it.
