Hey S0rlag it doesn't work like that. They give people recon because they think it's funny and it get apreciated by most of the halo community.
They have only given out recon to about 20-50 people.
And only that one guy got hacked for recon.
Lol, you should send that vid to Bungie, they give the Recon armor for 'Special' ways to get a kill. (But most of the accounts who has Recon armor gets hacked)
