The point of the video was to show a Proxy, now the timings and orders are subject to change or modification by whomever tries the strategy. Thats the point of the video, not a step by step, time by time walk through which would not be as helpful.

I don't know if you are watching the same video, but he builds his gateway on 10.
Also this strategy is not map specific, some maps this may be better on, but python was used in this example.
