I suspect this is a bug, I need to do more testing. The Guardian Tank's laser painter (with the upgrade) will double the damage done to a unit. However this effect seems to last even after the laser painter is turned off, making the targetted unit permanently take double damage.

Carefully watch the health bars and compare before and after paiting the targets.   less info
