Well this is a "known" limitation that the community discovered... This particular problem of "peds" not being rendered past like 50 or 100ft was also mentioned in the thread called "The illusion of a living breathing city" http://www.gtaforums.com/index.php?showt...

Basically cars and pedestrians will be completely cleared and recycled past a certain distance, which the view distance and detail distance do not change! And Pedestrians are not rendered in cars until they are very close, and it's a real gameplay breaker. A real easy test is to try and shoot peds out of their cars at the intersection from the front of Shottler Hospital. It's only like 200ft! I'm not sure if it's the same way on the Xbox.

And an equally frustrating "limitation" is that past a certain distance bullets do not hit anything. Try shooting a car from a long distance with an assault rifle and they will "dissappear". It's sad, but this game is really an "up close" experience, you can't do anything from a distance!

P.S. And it's odd that cops DO render in cars at the same distance that peds DON'T!

Good one! Yeah GTAIV for PC seemed "handicapped" and watered down perhaps so to shine light to its console brethren... It is a darn shamed developers have to resort to such underhanded slights borderlining "inside job" self-inflicted wounds to prop up the Ponzi Pyramid Scheme that is Consoles (PS, Xbox, etc..) and "controlled gaming" all because at the end of the Capitalistic day the "bottom line" is about monies and avariciousness of these multinational conglomerates and wall street "gaming publishers" players pimping out their "products and services" and unfortunately always get in the way of "fun" and true entertainment... It is the customers and end users that bear the burden and get screwed financially, emotionally and spiritually time and time again. Hu would have thought so much politics at play when it is just a video game and we just want to have fun? Oh well, hopefully someday the next Crytek engine incorporates NaturalMotion Euphoria and we can have the best of both worlds and forget GTA/Rockstar/TTWO etc...
