City 18v1 map, Ravenholm refugee scene

When the Ravenholm "Incident" happened all of the People from Ravenholm spread out to survive. Running away from the damned city were only the insane live they fled. Almost all who made it city 18, mainly because it was right by them only a 20 miles. the closest reigning city with order. When the people fled there it turnt into a hell hole. Muggings Increased, Riots increased all of the crime in the city increased tenfold. The normal metrocop with a stunstick was replaced by the combine Soilder with a AR2, most refugees and citizens are out on the streets and alleyways, What will the fate of City 18 be? a city of peace and prosperity? Or the same what happened to Ravenholm?
