Start with SoR.
Judge with JoW. JoW Debuff Appears
Cast SoW.
Judge with JoL. JoL Debuff Appears.
Cast SoJ. Hover over Judgment of Light.
Judge with JoL. JoR Debuff Appears.
This no longer looks fun ;/. They made palys even less dynamic. I liked this whole seals/judgment system and BIG crits from JoC. Now i feel like, we were just doing raw hits without using any abilities at all.
Hope blizz will bring back the old system or
make it look muuuuch more better when game finally will come out
This is what paladins needed for a while. The previous system really limited paladins in terms of offensive prowess because of absorbing the seal to cast a judgement.
With this new system, seals last longer, judements and seals are no longer linked, there's not as much time spent on global cooldowns, we deal holy damage regardless of what seal is active, and you're always able to debuff you enemy with a very beneficial judgement regardless of which seal you have active. This system helps emphasize that paladins were meant to be the strongest holy damage dealing class available and it makes a lot of sense to make these changes. The frustration of playing outside of ret spec in order to deal damage is eliminated.

Lumennon....this isn't bugged. This is an intended change to the judgement system. Please, read the description before commenting next time.
