I'd suggest checking the Steam Forums. I know of no programs that do such and it seems that that would be a violation of VAC to have an external program record something in-game.

You can't record in third person without viewing in third person. If you're playing on a cheat-enabled server you can play in third person. I guess I'm confused, you can't record in third person without viewing in third person...that's just how it works.

I need you to specify which game you're talking about. If the game is in the "Source" engine (i.e. Half-Life 2, Left 4 Dead, Team Fortress 2, Half-Life: Source, etc.), you bring up the console by hitting the "~" key (next to the 1) and type "sv_cheats 1" and hit enter. Then, type "thirdperson" and hit enter. Then you're set to record. Most PC games use the console button. Some games might not let you. I'm not sure if a CoD game will let you but games like Half-Life or Fallout or Doom should allow you. Let me know if you've got more questions. When in doubt, Google it, like, a million times. Works for me.
