You can modify it to work with non-steam games, yet you'll have to edit the .INI file, and make your own icons.
In the Steam Wheel.INI file, each icon has it's own 'meter' (for example, '[Icon1]'). To make the icon point to a game on your HDD, replace "steam://run/220" by the path to your game. Here's an example of how the line should then look like:
ButtonCommand=!Execute #ToggleWheel# ["D:\Games\My Game\mygame.exe"] [PLAY Skins\Steam Wheel\sounds\applaunch.wav]
A rather basic tutorial on how to make the icon is included in the readme,rtf file.
