You can modify it to work with non-steam games, yet you'll have to edit the .INI file, and make your own icons.
In the Steam Wheel.INI file, each icon has it's own 'meter' (for example, '[Icon1]'). To make the icon point to a game on your HDD, replace "steam://run/220" by the path to your game. Here's an example of how the line should then look like:

ButtonCommand=!Execute #ToggleWheel# ["D:\Games\My Game\mygame.exe"] [PLAY Skins\Steam Wheel\sounds\applaunch.wav]

A rather basic tutorial on how to make the icon is included in the readme,rtf file.

You can turn it off by right clicking, config, and then the default skin, then look for side bar, and look until you find a tab thing that is checkmarked ;P Click on it to uncheck it ;P

Wowlord, I guess the guy forgot to put those files in a folder. Close Rainmeter, make a folder in your Skins (for example, 'Net In/Out'), place the three files in the folder, then start Rainmeter. After that, right-click either the Rainmeter icon or an already loaded skin, choose 'Configs', 'Net In/Out', and finally click the skin's .INI file.

If that doesn't work, either you're doing it wrong, or the skin's creator did it wrong, lol. :P

EDIT: I see that you already tried that. In that case, restart Rainmeter. It should be there, in your 'Configs' menu.

Turn it off by right-clicking the Rainmeter icon (a water drop). You'll have an overview of your active skins above the 'Exit' option. Choose the Enigma menu, then disable the skins by clicking them.
