Okay new breakthrough, I think I figured out whats triggering it.
When I've got eq running and load up Wegame, nothing. However, when i loaded up a second acct on the same computer, went back to the first acct i had running, low and behold, there's the wegame box.
Still no email about instructions for the log file, but hopefully that helps?
I'll try to duplicate it real quick a few different ways.

Okay breakthrough #2
It has nothing to do with loading the second acct. I can get it working everytime now using the same method.
I play in windowed mode, maximized of course. If i drop it to restore down, or just double click the program bar up top, it does nothing. However once i drag the client about an inch or two on screen, it triggers. I can then maximize again and be up and running.
Give that a shot phylok and see if it works for you. Not an official fix, but it works! :)

No email? I'm sure I asked him...
Anyway quick test - make sure you have another program running like a web browser or notepad or a chat window (basically anything not a game)
Start WeGame and login, then start EQ2. If it hasn't hooked after a few seconds (no indicator) then hit Alt+Tab to switch to the other application. Go back to EQ2 after that and tell me if it hooks then or not.

Nope, Alt tabbing didn't do anything for it. Have to drag the eq client around the screen for a sec and then we're in business.

I tried it, and the box appears but as soon as you start the recording it crashes the game. So there is still an issue with the client.
