Yeah! it is. You can chat while ingame. There are many servers on which you can play valve games.
Easy and quick.

It's a program that allows you to chat with others while you are in-game. You can also add servers in your favourites, you can browse your playing history, if you want to join a server where you've played before, etc... You also can try Xfire.
