Step 18.

Create a zombie virus, get some test subjects (orphans tend to work best) and infect them with the zombie virus.
Send the newly created ghouls in a submarine with a suicide-crew (again, orphans) and release the zombies on the coast of America.

Create a cure for the zombie virus and sell it to the governments. Get billions of moniez to spend on step 19.
