Depends on what you want to do. If you want to do a frag video, all you need is wegame or fraps to record it and a video editor like window movie maker to slap some music in there/ move clips around.

If you want to get more technical (have a story or something to that extent), you need a cast of people (depending on how many people you need) and some people to film (fraps or wegame) the action. You might want to invest in a better video editor then WMV if you are planning on putting a lot special effects and such. Some programs that you could use to edit is sony vegas or adobe premiere. If you plan on voice acting you need a audio editor like audacity (free and simple), or look for something on google (I don't know that many audio editors).

So for now just stick with WMV and wegame for the simple stuff unless you want to invest a bit of money for more higher end video software.

Just to let you know I have not done a fps video or been awesome at making video, so this is all based on my thoughts.
Films don’t spread because people love them. Films spread because people talk about them.

Ahh okay thanks for the input! Yeah I'd be interested in making something with a story, so I guess I should look into some of these programs like Sony Vegas.

I belive there are something like 30 days trial of both Adobe Premiere and Sony Vegas.
I have used them both and I'm not sure which one I like the most but I think it is Adobe Premiere Pro CS3.

But if you are going to record a story-line you will have some console commands handy.
cl_drawhud 0 to remove hud
cl_bob 0 to remove wapons

And ofc have sv_cheats 1

Ahh okay. Yeah I'll prolly try out the trials then.
Thanks! Those command cheats were exactly what I was looking for!

Cheers
It's easy to find new and useful commands just by typing. Try mat_bloomscale 2 boosts up the bloom effects. Not to useful but cool.
I recommend that the person whom are going to film is in spectator mode with the hud removed. You can also change the specc movement speed if you like to do slow sweeping scenes.

You may need custom maps depending on what you do. For example, The Minion's Guide to TF2 was all shot in a custom map.
